Future Scenarios for the Open Access in Egyptian Governmental Universities Cairo and Kafrelsheikh Universities As Models

Abstract

The study aims to monitor the actual reality of open access within Cairo and Kafrelsheikh Universities, while presenting future scenarios of what open access would be like in Egyptian government universities. In determining these future scenarios, the time horizon of the study starts from July 2024 and ends in July 2034. The study relies on the descriptive approach. The scenario and the Delphi methods are also used. The study reached many results, including that the journals issued by Cairo and Kafrelsheikh Universities are made available in open access and are managed electronically, except two journals at Kafrelsheikh University and three journals at Cairo University. The study also found that there is no declared policy for open access, as well as no approved and announced written policy for self-archiving adopted by the university and followed by the faculty members in both universities. The study presents three future scenarios showing that the reform scenario is the most expected to be achieved during the next decade with an agreement rate of 94.44%, followed by the extension scenario with a rate of 83.33%, then the innovative scenario with a rate of 61.11%, if the conditions and factors for each scenario are present.
