This research aims to govern artificial intelligence to avoid its negative repercussions, The study relies in its theoretical framework, on three categories: the theory of virtual science, risk society, and human security; Methodologically, it relies on the descriptive analytical approach. The study tool is the content analysis form. The study relies on the qualitative analysis method. As for the most prominent reached by this study is: Wide – ranging discussions have agreement that there is a deficit in global governance regarding AI, misuse of modern artificial intelligence technologies in education, especially scientific research; More than 2.6 billion people still lack access to the internet; looking at the Egyptian document, we find that the guiding principles on which it was based are mostly consistent with global international conventions such as human rights and the united nations.
