This research deals with one of the bright aspects of the caliphate of Al-Faruq Omar Ibn Al-Khattab، which means accuracy and precision in estimating the money imposed on the open lands، whether it is peace or force، with what this requires accuracy and extreme care in controlling the area of Iraq's land and estimating it according to the measurements approved at the time. This research shows the great role played by the companion Othman bin Hanif، the experienced and sufficient person، in carrying out the task entrusted to him by Caliph Al-Faruq، which ended with keeping the open land in Iraq in the hands of its owners، who cultivate it and pay the tribute on the heads or the tax on the land، taking into account the financial differences. For the rich، for the poor، for the middle-income It seems that the difference in estimating these estimated amounts for the same area from time to time is due to the difference in the type and quality of the crop and its need for irrigation or not، and the type of soil، swamp or mountain، and therefore it is expected that this study will serve scientific research and prove that the work of Muslims was organized and arranged and not random scattered .
