This article tackles the history of the university education in Qatar during the era of Sheikh Khalifa bin Hamad Al-Thani (1972-1995) which witnessed a huge interest in higher education at Qatar specially with awarness of the need to prepare a national staff and employees for modernize the institutional infrastructure of the higher education in Qatar. The article also focusses on understanding the tools upon which the country has utilized to achieve this advanced step. The article also shed the light on the scientific philosophy of forming the university education in Qatar to best serve the oil country and its role in its big Arab world. The article concluded a few results which clarifies the role of the modern university institutions which serves the Qatari community and how it responds to the idea of the informed communication with this new institution, The article also clarify the role of the arab and foreign cadres which has been used in the teaching process and forming a new generation that will support the university education, From the fundamental results of the research is the Qatari prospective regarding the importance of the higher education to achieve the development and modernization to Qatar.
